Introduction
Insurance enrollment for family members
of civilian employees of the Department of Defense is different than it is for
family members of active duty or retired military members. The active duty or retired military family
member’s child(ren) must be enrolled in the Defense Enrollment Eligibility
Reporting System (DEERS).
Forms Overview
1.
National Medical Support Notice
(NMSN) Cover Letter. Send this letter to the NCP/CP with a copy of
the NMSN – Part A and the Written Request for Review – National Medical Support
Notice.
2.
Military Insurance Notification
Letter. ORSIS automatically generates this letter to
the CP certain requirements are met. The
letter provides information to the CP to contact the Defense Manpower Data
Center (DMDC) if the active duty service member/retired military member has
failed to register his/her child(ren) in DEERS/TRICARE.
NOTE: There is also a Children in Care (CIC)
version of this letter. ORSIS
automatically generates this letter to the parent who is not active duty
military on qualified Foster Care/Youth Correction cases.
3.
National Medical Support Notice.
Send this two-part form to the NCP/CP’s employer to enroll his/her
child(ren) in a group health insurance plan.
This form must be manually generated by the CSS Agent on military
cases. For more information on this,
refer to Civilians working for the Department of Defense (DOD) found in
subsection Procedures – Military Enrollment Process.
a.
NMSN – Part
A: Part A consists of two sections:
i.
NMSN – Part
A – Notifies the employer to start the process of enrolling the child(ren) in a
group insurance plan; and,
ii.
Employer
Response – The employer completes this form and returns it to CSS if insurance
is not available to the NCP/CP, or the NCP/CP has terminated.
NOTE: The NCP/CP receives a copy of Part A along
with the National Medical Support Notice
(NMSN) Cover Letter and the Written Request for Review – National Medical
Support Notice.
b.
NMSN – Part
B: Part B consists of two sections:
i.
NMSN – Part
B – The employer must send this form to the appropriate Plan Administrator(s);
and,
ii.
Plan
Administrator Response – The Plan Administrator completes this form and returns
it to CSS after the child(ren) has been enrolled in a medical insurance
program. The form provides CSS with the
group insurance information to be added to the ORSIS medical screens.
4.
Written Request for Review –
National Medical Support Notice. Send this form to the
NCP/CP along with a copy of the NMSN – Part A.
Procedures – Military Enrollment
Process
If the obligated
parent has not enrolled the child(ren) in DEERS, determine if that parent is
active duty military/retired military, or a civilian. If the obligated parent is:
1. Active duty/retired military – Active duty parents are required to register all of their dependents with DEERS and enroll the dependents in TRICARE, the healthcare program for active service members, retirees and their families. The active duty parent or retiree is considered the “sponsor” and only the sponsor is able to register dependents with DEERS and enroll the dependents in TRICARE. If the National Medical Support Notice (NMSN) is sent to the Defense Manpower Data Center, they cannot comply with the notice and enroll dependents. TRICARE is an automatic entitlement for military personnel and their dependents, not insurance.
For cases that meet the criteria for automated medical support
enforcement, if the obligated parent is in the military (active duty or
retired) and the child(ren) has not been enrolled DEERS/TRICARE, ORSIS will
generate the Military Insurance Notification letter to the CP.
The Military Insurance Notification letter instructs the CP to
contact the Defense Manpower Data Center to obtain a point of contact (Project
Officer) for the NCP. The CP should then
contact the Project Officer who will in turn follow-up with the NCP to ensure
the child(ren)f is enrolled in TRICARE.
Once the child is enrolled in DEERS/TRICARE, the CP is responsible
to provide CSS with the policy number, name and address of the insurance company.
NOTE:
Because CP is unable to enroll the child(ren) in DEERS/TRICARE, do not
initiate non-cooperation proceedings against CP for failure to contact the DMDC
and/or provide CSS with the DEERS/TRICARE coverage information.
2. Civilians working for the Department of Defense (DOD) – ORSIS does not generate the automated NMSN to any military employers. If the obligated parent is a DOD civilian, you must generate a manual NMSN. Send the form to the appropriate office for the correct branch of service.
